Gotbaum on Financial Plan:
It’s Time for Albany and Washington to Lend a Hand

(New York, NY, January 28, 2003) Public Advocate Betsy Gotbaum said, “The Mayor has had to make some tough choices to balance our budget, such as cutting agency costs and increasing property taxes. Today’s financial plan shows that now it’s time for Albany and Washington to step in to help balance the books.

“Recent state actions, including the repeal of the commuter tax, are costing the city over $1 billion in revenue every year. The Mayor is wisely looking to Albany for recurring budget relief, such as tort reform and the new commuter tax, that will make up for this lost revenue and provide long-term budget relief. I call on Governor Pataki to lead the legislators in Albany in approval of the Mayor’s commuter tax proposal.

“On the federal side, New York still reels from the events of September 11. We need the federal government to help pull us through this slump. Simply increasing the federal share of Medicaid by 3% would save us $241 million every year. We could save another $80 million a year if the federal government reimbursed the city for protecting foreign dignitaries. I know our legislators in Washington will do everything they can to get these and other budget-relief measures approved.”

“I’m pleased the Mayor has found a way to avoid cuts to senior centers. My office will remain vigilant in making sure that agency cuts do not harm the quality of life in this city.

“The Mayor’s plan is based on permanent solutions, not one-shot deals. By working together we can persuade our leaders in Albany and Washington to make these solutions possible.”
